Can I Live in Germany With a Latvian Residence Permit?
No — a Latvian residence permit is not a residence right in Germany or any other EU state. It grants the right to live and work in Latvia, and to travel through the other Schengen countries (plus Switzerland, Norway, Iceland and Liechtenstein) as a visitor: 90 days in any 180-day period. Moving to Munich on a Latvian TRP isn't a grey area — it's simply not what the document does.
We are CORVUS, an attorney-at-law office in Riga, and we'd rather answer this plainly than have a client learn it from a German registration office. Here's the accurate picture — including what the permit does give you across the EU, which is more than the "no" suggests.
What the Permit Does Across the Border
The 90/180 Schengen allowance covers visits generously: business trips, family stays, a season of long weekends. What it never becomes is residence — systematic, near-limit presence in one country is exactly the pattern the rules exclude. If Germany is the actual destination, the honest route is a German residence permit under German rules; the Latvian TRP neither substitutes for one nor shortcuts the queue.
What the Latvian permit does deliver EU-wide is infrastructure rather than address rights: a qualified e-signature valid across the EU, Latvian banking and insurance that work throughout the zone, and a legal home base inside the Union from which the rest of Europe is a border-free trip away. For families using Latvia as their EU foothold, that combination — one visit a year to maintain, the continent open for travel — is precisely the product they bought.
The Road to Wider Rights
If broader European rights are the long-term goal, the ladder runs through Latvia, not around it. Five years of actual residence in Latvia open permanent residence — Latvia's implementation of the EU long-term resident status. And five years after that, naturalization: a Latvian passport is EU citizenship, with free movement and establishment across the Union — Germany included, permanently, no permits required.
In short: the TRP gives you Latvia plus a travelling continent; only citizenship gives you the continent as home. Plan against the document you hold, not the one you wish it were — and if the wish is serious, plan the ladder.
