Do I Have to Live in Latvia With a Residence Permit?
No — there is no requirement to live in Latvia with an investment-based residence permit. One short visit per year, to register the annual residence card, is all the presence the permit demands. Many of our clients at CORVUS, an attorney-at-law office in Riga, treat the TRP as an extended long-term visa: a legal foothold in the EU they activate when they choose — next year, in five years, or never.
The rest of the regime is equally light, and worth stating precisely.
What the Permit Does and Doesn't Ask of You
No language requirement. Not for obtaining the permit, not for the annual registration, not for renewal. You may request a repeated five-year TRP indefinitely without ever sitting an exam.
No schooling, employment or activity obligations. The permit stands on your investment — a EUR 250,000 property or EUR 100,000 in company share capital — which you confirm is still in place at each yearly registration. The registration itself costs EUR 75–290 for the review plus EUR 45–80 for the card, per person; add the roughly EUR 50-per-person annual insurance policy, and that's the entire maintenance burden.
One visit, whole family. The annual registration visit is short, and with good planning the initial process itself needs only about two trips — one at the outset if notarial documents are required, one for biometrics and cards.
What absence doesn't cost you: the permit's validity, Schengen access (90 days per 180 across the area), or your family's status. What it also doesn't create: Latvian tax residency, which arises only at 183+ days of presence in 12 months or if your centre of vital interests moves to Latvia — holders who visit once a year typically remain tax residents at home.
The One Exception: If You Want Permanent Residence
The light regime has a single trade-off. Permanent residence — available after five years — requires five years of actual continued residence in Latvia, with absences of no more than 6 consecutive months and 10 in total, plus a Latvian language exam at A2 level. If your long-term plan is permanent status or eventual citizenship, you'll need to genuinely move at some point. If your plan is a permanent foothold without relocation, simply renew the TRP every five years (EUR 5,000 state fee) forever — the law imposes no limit and no exam.
In short: live in Latvia if you want to. The permit works either way — and that flexibility, as of 2026, is close to unmatched among the EU programmes that remain. The complete golden visa guide covers the whole picture.
