The A2 Latvian Exam for Permanent Residence: Facts
The language exam for Latvian permanent residence tests Latvian at level A2 — the second step of the six-level European scale, basic everyday communication — and its logistics are refreshingly concrete: the exam is administered by the National Centre for Education (VISC) through the state examination system, registration opens in announced windows, the fee is EUR 52, and the format is four parts — listening, reading, writing and speaking — with at least 60% required in each part to pass. Ukrainian citizens and persons holding low-income status are exempt from the fee.

Who Takes It — and Who Never Has To
The A2 exam belongs to one doorway only: the application for permanent residence after five years of actual residence. The temporary permit knows nothing of it — a TRP is obtained, registered annually and renewed every five years with no language requirement at any point, which is why investors planning to hold TRP status indefinitely can close this article now. And the next rung up has its own, separate testing: naturalization runs through the migration authority's exams — language plus Constitution, history and anthem — under different rules, with no CEFR level attached. One ladder, three rungs, and only the middle one asks for A2.
The 60%-Each Detail That Shapes Preparation
The passing rule rewards balance, not brilliance: 60% in every part means a candidate who reads beautifully but freezes when speaking fails on the freeze. That shapes sensible preparation more than any textbook choice does — all four skills need touching every week, and the speaking part, the one adults practise least on their own, deserves the most deliberate attention. The good news is proportion: for an adult who has actually lived the five qualifying years in Latvia, A2 material is the language of shops, clinics and small talk already encountered daily. Unhurried study started in the middle of the TRP years arrives at the exam with margin in all four columns; the same syllabus compressed into the final months before filing turns a modest bar into an unnecessary sprint.
Two administrative notes complete the picture. Registration happens inside the state examination system during announced windows — so the exam date is planned around the system's calendar, not around wishes, and we align it with the rest of the PR file (residence-day math, the income test's 12-month window) so everything matures together. And the certificate is a document like any other in the file: obtained once, filed with the application, job done.
