Riga Waterfront Residence Permit: How Buyers Get It

The largest development project in the Baltics is an investment programme of around EUR 3 billion, spread across 55 hectares and 5 kilometres of Daugava riverfront in central Riga. Riga Waterfront is master-planned with marinas, retail, offices and residential neighbourhoods, developed under a cooperation memorandum with the City of Riga — and for a specific group of buyers, its most practical feature isn't in the masterplan at all. The project's structure is built so that both of Latvia's investment residence routes work inside it, which makes the Riga Waterfront residence permit question unusually easy to answer well.

The Project, in Verifiable Facts

Riga Waterfront is developed by Eagle Hills, the Abu Dhabi developer founded and chaired by Mohamed Alabbar — the founder of Emaar Properties, the company behind Burj Khalifa and Dubai Mall. The scale: roughly EUR 3 billion of planned investment, 55 hectares, 5 kilometres of riverfront, master-planned neighbourhoods with marinas, retail and offices alongside the housing, under a cooperation memorandum with the City of Riga.

Why do these names and numbers matter in a residence article? Because investor applications live and die on the documentability of the underlying investment. The questionnaires every investor completes — about the company's activities, office, employees, management and projects — are answered with public, verifiable facts when the investment sits in a master-planned project of this scale. And on the legal side, the process for Riga Waterfront cases is well established: we have taken them through the authorities from invitation to positive decision.

Two Routes, One Structure

Latvia's programme offers two qualifying investments, and Riga Waterfront's programme documentation is built so both work within one structure — solving the classic off-plan problem in the process.

The share-capital programme, immediately. You invest EUR 100,000 into the share capital of the developer's holding company and qualify for the five-year temporary residence permit right away — no waiting for construction. This is the standard share-capital route, with the EUR 10,000 state fee on grant, and it doesn't depend on your apartment's handover date in any way.

The apartment route, after handover. A completed Riga Waterfront apartment at EUR 250,000 or above, registered in the Land Book, qualifies under the real-estate route — with its 5% state fee and 1.5% registration fee.

The bridge between them. Most buyers combine the two: share capital now, permit in hand while the building rises, then a switch of the permit's basis to the apartment once ownership is registered — at which point the share investment is typically returned under the programme documentation. Residence carries through the switch without interruption, and the family's status stops depending on a construction schedule.

Family terms are the programme's standard ones: the permit covers your spouse and children under 18, requires one short visit per year, imposes no residence obligation and no language exam, and carries Schengen travel at 90 days per 180. What the Process Looks Like With Us

For Riga Waterfront buyers our work starts once you've chosen the property and runs to the residence cards. In sequence: engagement and KYC (one to three weeks, with video identification and a bilingual fee agreement); completion of the investment formalities — registration as shareholder in the holding company, or of the apartment; the invitation approval; document collection with apostilles or legalizations, which we plan in parallel because it's the slowest stage; submission at a Latvian embassy; then OCMA review with the mandatory State Security Service opinion.

Plan three to six months end to end, and treat a two-to-three-month review extension with additional questions as a normal feature of investor cases — the productive response is a prompt, precise answer, and that is exactly what we prepare with you in advance. The investor questionnaires will ask about the company you invested in, its activities, office and projects; for a project of this profile, the answers are straightforward to document, and we prepare every response with you before it's sent.

After the positive decision: D visa, one short trip to Riga — health check, biometrics — and the cards, standard in 10 business days, urgent in 2–3.

Citizenship rules apply here as everywhere. The investment route is closed to citizens of Russia and Belarus under current Latvian law; dual citizens are assessed under their other passport. No project structure changes this.
