What Is OCMA? Latvia's Migration Authority Explained
OCMA is the Office of Citizenship and Migration Affairs — Latvia's migration authority, known locally by its Latvian abbreviation PMLP, with its official home at pmlp.gov.lv. If you hold or seek any Latvian residence status, OCMA is the institution on the other side of every filing: it approves invitations, reviews applications, issues residence cards, and runs the annual registrations that keep an investment permit alive.

OCMA Across Your Case
Before you apply: OCMA registers and reviews invitations — the employer's Blue Card invitation clears within five business days; an investor's approved invitation opens a six-month window for the application itself.
During review: OCMA examines the file — 30 days at the standard fee tier, 10 or 5 business days expedited — and in investor cases may scrutinise the inviting company and come back with follow-up questions, relying on the express power in Section 33(6) of the Immigration Law. It must also receive the State Security Service's opinion, which is why investor timelines run past the formal term; the security-check guide covers that machinery. Requested documents travel to OCMA's Residence Permit Department in Riga — paper by courier, with a parallel electronic copy.
At the finish: biometrics are given at OCMA, and OCMA issues the cards — 10 business days standard, 2–3 business days urgent.
Every year after: the annual registration happens at OCMA — the confirmation that the investment and conditions remain in place, and the issue of each year's new card.
Three Practical Notes About the Institution
Its forms live online: applications are completed in the official OCMA e-service — and our standing practice is checking every exported form field by field before anything is submitted. Its silences are normal: no interim status updates exist, and quiet weeks during review mean the process is running, not stalling. And its decisions are not the last word: refusals can be challenged and appealed — the review has a supervisor, and we've used that road to a granted card.
